| 精神科医療の身体拘束を考える会 ホーム 考える会設立趣旨文 会報 記者会見 家族の訴え 隔離・身体拘束を考える:準備中 関連報道 精神科医療の身体拘束を考える会とは お問い合わせ ホーム 神出病院での集団虐待・暴行事件に関連して、厚生労働省に申し入れを行いました 精神科病院における虐待及び「障害者虐待の防止、障害者の養護者に対す る支援等に関する法律(障害者虐待防止法)」通報義務についての申入れ 2020年3月19日 令和 2 年 3 月 19 日 厚生労働大臣 加藤勝信 殿 精神科医療の身体拘束を考える会 代表 長谷川 利夫 精神科病院における虐待及び「障害者虐待の防止、障害者の養護者に対す る 支援等に関する法律(障害者虐待防止法)」通報義務についての申入れ 今般、兵庫県の精神科病院である神出病院で、看護師、看護助手ら 6 名が逮捕されるという事件が起 きた。報道によれば、看護師らは患者を椅子に座らせ放水したり、男性患者同士でキスをさせたり、床 に患者を寝かせ柵付きベッドを逆さまに覆いかぶせて監禁するなど、その虐待は 1 年以上続いていた可 能性もあると言う。実におぞましい虐待であるが、これが精神科病院の中で行われていたことは看過で きない。 「精神科医療の身体拘束を考える会」にも、院内で看護師が患者を殴る、投げ飛ばされたが内部でも み消されたなどの情報も寄せられている。講談社刊の『なぜ、日本の精神医療は暴走するのか』第 10 章にある、山梨県甲府市の精神科病院の看護師長が患者の両眉を剃り落した事件も起きている。精神科 病院内で虐待は広く発生していると考えられる。 国として、患者の人権を守るために、精神科病院内で何が起きているのは早急に調査すべきである。 そして、精神科病院に対し、患者の人権を守るように強力に指導すべきである。 また、事件の背景には現行の「障害者虐待の防止、障害者の養護者に対する支援等に関する法律(障 害者虐待防止法)」の通報義務に病院、学校が除外されていることが、虐待が明るみに出にくい要因の ひとつであるように考えられる。今回の事件も、患者が訴え出たわけではなく、精神医療審査会に請求 |
